In your main 3DS home menu, click the orange smiley face at the top of the lower screen. This is your friend menu. In it you can see your friend code (I believe you also need to make a Mii as well for yourself) on a card with your mii on. You give this code to people as this is your 3ds friend code. It will be like xxxx_xxxx_xxxx in format. You can also add people then by pressing the + button at the top in this friend menu, and select internet, then add their code and a name in. If you are both added it will tell you they were registered. They should then show up within friend aspects of your 3ds games.
