Are handler chains still a thing if so how can I get an official one?

They are still a thing! D does not always have them but she sometimes brings them to conventions or sells them online. You can put a request on the pickup thread for one (though she may not have one at the convention you request) or watch for online sales. I know a lot of people out there would like a chain so hopefully D will make a new batch soon!
